in the netherlands those rubber membranes are quite common. insulated flat roofs are covered in epdm. in the picture are houses behind our block, built around 2000. i'd leave the rubber on there (since it's waterproof) and build a small gamble on it, covered with new shingles. or take out a part of the roof and ceiling and make a rooflight.
